The tree register shall: • based on laser scanning (MLS and/or ALS) survey, • LIDAR point cloud and panoramic images, • as well as 2D and 3D geospatial visualization. · Functional requirements for the digital tree register The system shall be capable of displaying and analyzing the following data content on a tree-by-tree basis: • Investigation of microclimatic effects: o micro-scale pattern of shading, o canopy cover, o estimation of foliar mass. • i-Tree Eco model data content: o Percent crown missing. • Branch structure model: o accurate analysis of the static and safety status of trees. … the basis of the priority list agreed with the Customer (Inner City, main transport routes, priority public parks), there are approximately 68,000-70,000 trees in the public areas of the city of Győr (including the area of parks and street row trees), and an additional 1,500-1600 trees can be found in municipal cemeteries and in the network of municipal institutions. The first phase of the survey covers the priority areas of the City of Győr with County Rights until the gross budget of HUF 55 000 000 is exhausted. Priority areas are determined on the basis of the priority list agreed with the Customer (Inner City, main transport routes, priority public parks). - The field survey lasts until the available gross budget of HUF 55,000,000 is exhausted. As soon as the number of trees found and validated by the system reaches the maximum quantity calculated on the basis of the unit price of the offer (the “critical number” corresponding to HUF 55 million gross), the Bidder is obliged to suspend the activity and immediately notify the Customer thereof. If the option is not exercised, the survey will be closed at this point. The contracting authority undertakes to draw down up to 70% of the critical number of trees determined on the basis of tenders. Option items: From the remaining public timber stock above the "critical number", up to 30 % of the total timber volume, the option will be exercised if the source is available and the Contractor may proceed with the survey in a manner agreed with the Municipality. Settlement basis: Given that the exact number of trees is not known, the winning Tenderer will collect the data in the agreed area. The final financial settlement will be based on the number of trees actually found and evaluated by the technology (AI/LIDAR) within the demarcated area. The task of the winning contractor is to train 10 people after the handover of the completed platform system, or during the 48 months of the contract, and in the case of new functions, to train the users. The contract concluded as a result of this procedure is not a one-off survey, but the continuous provision, operation, data backup, version control and support of a cloud-based tree register and tree operation platform for 4 years (48 months) for daily city operation and work assignment tasks. The safety management of the timber stock, the monitoring of interventions and the change control analysis required by the call for tenders can only be interpreted and implemented professionally from a multi-year perspective. The 48-month maturity ensures a proportionate distribution of start-up costs, avoiding unreasonably high annual unit costs resulting from short-term contracts. The bulk of the fee (95%) is paid in proportion to the actual measurement and processing performance, while the remaining 5% is the guarantee of 48 months of operation and availability. The purpose of the cadastre to be procured is not just a set of data, mel
