What the buyer is looking for
The Finnish Transport and Communications Agency Traficom (‘Traficom’) requests an offer for the operation of public transport services on the route Mynämäki-Nousiainen-Masku-Turku between 7 June 2027 and 2 June 2030 (details in the annex to the invitation to tender). The agreement includes an option to extend the agreement for the period 3.6.2030 - 5.6.2033. The exact start and end dates of the service are determined according to the school year. Gross contract means a public transport service contract within the meaning of the Service Contracts Decree (1370 /2007) and the Special Sectors Procurement Act (1398/2016), in which the ticket revenue risk is borne by the transport subscriber. The transport services covered by this contract will be granted an exclusive right under the PSC Regulation by means of a separate administrative…

… decision. The exclusivity decision takes into account any longer-distance traffic passing through a part of the route. The ticketing and payment system requirements and the interoperability requirements required by the Act on Transport Services (320/2017) are described in more detail in the invitation to tender and its annexes. The municipalities of Masku, Mynämäki and Nousiainen will contribute to the financing of the project.

Tactics

This procedure allows 35 days between publication and deadline — typical in this country is 32 (median of 1,452 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
