What the buyer is looking for

The procurement includes groundwater, pore air, pore water, sewage, surface water and storm water sampling related to the joint monitoring of groundwater in Lahti and Hollola (hereinafter referred to as "joint monitoring"), as well as groundwater level measurements, sample analysis services, operator-specific interim and annual reporting of the results and the compilation of the annual aggregate. The highest number of groundwater samples is taken. Other sampling, analysis services and their reporting may be procured as additional work. The procurement is ordered by the City of Lahti, and the monitoring is coordinated by the Environmental Services Unit. The procurement is divided into two separate sub-areas. Service providers may submit a tender for one or both of these areas. The sub-areas are: 1. Sampling and reporting services for the joint monitoring of groundwater in Lahti and…

… Hollola (hereinafter referred to as ‘sampling and reporting services’) and 2. Analysis services for joint monitoring of groundwater in Lahti and Hollola (hereinafter referred to as ‘analysis services’). If the service provider submits a tender for both lots, the tender must specify the lots separately so that the tenders are comparable with other tenders. A more detailed description of the subject of the contract can be found in the annexes to the invitation to tender. Joint groundwater monitoring managed by the City of Lahti started in 2019, and the procurement contracts for the second tendering period are valid until 31 December 2026 (analytical services) and 28 February 2027 (sampling and reporting) in accordance with the agreed option year. The third period of joint monitoring for 2027-2029 will now be put out to tender. Procurement contracts for the new operating period will start on 1 January 2027. This period may be extended for a two-year option period from 2030 to 2031. Monitoring groundwater requires long-term monitoring and comparability of results. The three-year contract period and the two-year option period ensure continuity of monitoring, enable cost-effective implementation and enable the contracting entity to assess the quality of the service before the option period is implemented. In addition to the city of Lahti, which administers joint monitoring, the municipality of Hollola, the Hollola water utility and Lahti Aqua Oy have been involved in planning the new operating period and developing joint monitoring. Environmental sampling for joint monitoring is mainly groundwater sampling, which also includes measuring the level of groundwater. Pore air, pore water, waste water, surface water and storm water sampling may be included in the joint monitoring programme. Separate groundwater level measurements from the sampling shall be carried out in accordance with the monitoring obligation for each site. The monitoring targets are mainly operators obligated to carry out groundwater monitoring in environmental or soil permits, the City of Lahti's own monitoring of environmental status, and the self-monitoring and obligation monitoring of water utilities. In March 2026, a total of 31 separate monitoring sites and 86 groundwater pipelines or wells were included in the joint monitoring. At the beginning of 2027, joint monitoring will be extended to the Nastolanharju-Uusikylä A and B groundwater areas, which are estimated to involve at least three sites and three groundwater pipelines, as well as one surface water observation site. There will be one more object and three observation tubes from Hollola. One monitoring site will be removed after 2026 due to the cessation of activities. The final number of monitoring operators, targets and observation pipelines will only be known after the contract phase. Agreements with operators to join the joint monitoring shall be concluded at the end of the competitive phase, when the competitive monitoring costs are known. The subscriber does not know the final number of participants at the time of the procurement. Joint monitoring may also involve new operators from the groundwater areas involved in the monitoring before or during the new contract period. The customer does not commit to the estimated number of operators, observation tubes, sample points or analyses. The Environmental Services Unit of the City of Lahti acts as the joint monitoring manager
