What the buyer is looking for
A new laboratory and institute building is to be built for the Institute for Hygiene and Environment (HU) and Hamburg Wasser. The aim is a new office and administration building that meets the current requirements of modern laboratory buildings and ensures a smooth and efficient operation. The project includes the use as a laboratory and office building with a total floor area of about 24,500 m2 (NUF) or about 49,585 m2 gross floor area (GFA) above ground. It is to be built in Ham-burg-Mitte on the Bullenhuser Damm/ Großmannstraße property, on an area of approximately 12,000 m2. The main areas of work of the Institute for Hygiene and the Environment (about 300 employees) are food safety and zoonoses, hygiene and infection medicine as well as environmental investigations, supplemented by the service and control department. The intended use requires a spatial division of the individual…

… functional areas into public and non-publicly accessible areas, which are subdivided as follows: The public area of the building includes a vaccination centre, a lecture hall, a course laboratory, the HU Museum, a canteen, a post office, conference areas as well as a reception and foyer area. The core of the non-public area of the building consists of 4 laboratory areas for Hamburg Water and 25 laboratory rooms of the HU departments with, among other things, a central sample collection, central chemical and consumable storage, S2 / S3 laboratories, section areas, sensory areas, a box conveyor system, autoclave rooms and the administration wing. The outdoor areas are also separated into public areas (visitors, patients, delivery and possibly employee parking spaces, etc.) and non-public areas (farm, section area, parking for official vehicles, etc.). For the urban area of Billebecken – between Bille, Billekanal and Ausschläger Bill-deich – an urban planning functional plan is currently being coordinated and drawn up. The construction project should fit into this functional plan concept as well as possible in terms of planning. The design of the open spaces, publicly visible and semi-publicly usable areas as well as the delivery situation must be coordinated with the donor BEBEG (Billebogen Entwicklungsgesellschaft mbH & Co. KG) and the approving authorities during the planning process. Due to the different usage modules and complex functional requirements, the planning and design process as well as the implementation and operation of the buildings are supported by Building Information Modeling (BIM) 3D-based modeling methods. Cooperative working methods/lean management are used to control the overall processes in the project. The services will be contracted in stages. The commissioning is carried out in 2 stages, whereby the individual services are divided into the stages as follows: Stage 1 includes the services under § 3(1) and (2) BaustellV in service phase 3 of § 34 HOAI. Stage 2 includes the services under § 3(1) and (2) BaustellV in the service phases 4 +5 of § 34 HOAI. Stage 3 includes the services under § 3(1) and (2) BaustellV in service phases 6 + 7 of § 34 HOAI. Stage 4 includes the services under § 3(3) BaustellV in service phase 8 of § 34 HOAI. The contract will be awarded to Level 1. The commissioning of the further service phases is carried out in stages and optionally. There is no entitlement to the commissioning of further stages.
