Electronic International Open Public Tender, with the award criterion being the most economically advantageous tender, exclusively based on price (i.e. the highest percentage (%) discount offered on the budgeted amount), for the award of the supply and issuance of electronic vouchers through smart, rechargeable cards for the employees of O.S.Y. MAE.

… if necessary, replacement of cards will be free of charge. The recharging of the cards will be carried out with a monetary value, according to the statements to be disclosed by the RCD. M.A.E. to the Contractor, while at the same time it will be provided to the cardholders (workers of O.S.Y. M.A.E.) the possibility to benefit, if implemented by the contractor, from any bet systems or promotions that provide additional benefits. In order to activate and charge the electronic vouchers, the RCD shall: M.A.E. will communicate to the Contractor, after the award and before the signing of the contract, the required data for each beneficiary, including the monetary value in euros to be credited to the corresponding card and the type of electronic enactment, without transmitting personal data beyond those strictly necessary for the performance of the contract. The value of the electronic voucher will not be redeemed in cash and will only apply to retail receipts. The redemption of the value credited will be made with purchases either by phone, in any physical store, or in the contractor's e-shop. The credited value can be used in instalments, without a minimum transaction amount, with an accuracy of one cent (€0.01). Economic operators who, according to their articles of association, operate as supermarkets are admitted to the tendering procedure. The Contractor shall be obliged, within ten (10) days from the date of notification by the RCD. M.A.E. of the statements indicating the amounts corresponding to the beneficiaries, to issue and deliver all the electronic vouchers to the Central Offices of the OSY. M.A.E., the competent Receipt Committee or the competent Service. After payment of the contractual amount and receipt by the Contractor of the relevant statement of the beneficiaries' amounts, the Contractor is obliged to immediately load the electronic vouchers per beneficiary with the corresponding amounts within two (2) working days at the latest. The total amount per enacting instrument may be credited in instalments in accordance with the needs of the RCD. The estimated value of the contract amounts to 1,400,000.00€ plus VAT (including the option). The estimated quantity of electronic vouchers is 5,600 pieces. Tenders exceeding the above budgeted expenditure will be rejected as inadmissible. The duration of the contract is one (1) year from the date of its signature. The contract includes a clause revising the quantity (option), in accordance with Article 337(1)(a) of Law 4412/2016, with a unilateral declaration by the Contracting Entity, up to 15% for the increase in the quantity, as well as the right to limit the quantity to 50% for reduction, always within the approved budget, throughout the duration of the contract.
