What the buyer is looking for
The introduction of the “Law on Medicinal Products, the Law on Pharmacy and the Law on Veterinary Veterinarians” in 2006 created the basis for strengthening the technical possibilities for issuing prescriptions and dispensing veterinary medicinal products to animals in Denmark. There has since been broad support for a common digital solution for veterinarians, pharmacies, § 39 vet dealers and authorities, most recently highlighted in the Food and Veterinary Agreement 2024-2027. Today, veterinary prescriptions are still handled to a large extent via paper, fax or pdf. This leads to manual workflows, increased risk of errors and inadequate documentation, as well as more difficult and resource-intensive regulatory controls. The purpose of the tender is therefore for the Supplier to develop the Veterinary Prescription Solution (DVR or Solution), which will improve safety and quality…

… throughout the entire process from issuing a prescription to dispensing a medicine. The solution must provide the opportunity to optimize workflows and create an unbroken and protected digital flow of prescription data, thereby ensuring both confidentiality, integrity and traceability for the benefit of animal owners, veterinarians, pharmacies and authorities. Approximately 1.1 million prescriptions for animals (production animals and hobby animals) are issued each year. Denmark has a total of about 6,000 veterinarians with authorisation, of which about 2,650 are active veterinarians divided into about 1,000 veterinary practices. All licensed veterinarians can, as a rule, print prescriptions. Medicinal products for animals are distributed via the country's pharmacies as well as special § 39 dealers. The Danish Medicines Agency's list of distributors of veterinary medicinal products for production animals currently includes around 85 pharmacies and a small number of authorised establishments (pt. 4 § 39 dealers) with permission and professional staff (pharmacists and pharmaconomists) to sell, dispense and inform about medicines for production animals. There are approximately 45,000 farms with animals, registered in the Central Livestock Register (CHR) with the Danish Veterinary and Food Administration. In addition, Denmark has a large population of hobby animals and pets. It is estimated that there are about 810,000 dogs and 730,000 cats in Danish homes. In addition, there are approximately 177,000 horses, which are primarily kept as hobby and sports animals. The Supplier shall develop the overall Solution, which shall consist of the DVR Solution and the Master Data Solution. The development task of the DVR solution consists of three main parts: 1. The DVR application, which handles the central business logic, as well as 2. DVR services, which exhibit the necessary services for the use of the external user systems 3. DVR online (option), which provides a web user interface for prescribing The development task of the master data solution comprises three main parts: 1. Master data loaders that handle the loading of data from master data sources, 2. Master data database, which stores the consolidated master data, and 3. Master data services that exhibit master data for use in the DVR solution and the external user systems. The offer also includes the provision of the necessary services and integration options that support integration to relevant master data sources as well as the integration of external user systems with the DVR solution, including veterinary systems, § 39 vet dealer systems and pharmacy systems. The external user systems are not part of the solution. The supplier must also provide a solution that supports security and logging. This includes the security and logging mechanisms necessary to protect prescription data and master data as well as ensure traceability in the Solution. The offering also includes maintenance and 2nd level support of the Solution from the Takeover Day. Hypercare must also be delivered for a limited period of time after commissioning. Maintenance and support shall be in accordance with the Contract, including the defined service objectives. The contract also contains framework contract-like elements in the form of ordering services and other hourly-based services, which are remunerated according to time spent on the basis of the fixed hourly rates. Hourly rates are linked to three categories of employees with specified qualifiers
