What the buyer is looking for
Advisory services for programme support in the ‘Vitales Zentrum Deutzen’ aid area in Neukieritzsch in the federal-state programme ‘Growth and Sustainable Renewal (WEP)’ · The municipality of Neukieritzsch lies in the Leipzig district between Leipzig's New Lakeland in the east and the United Schleenhain opencast mine in the west. Thanks to the connection to the Leipzig-Hof railway line and the B 176 federal road, the municipality has good interregional transport connections. In addition to the main town Neukieritzsch, the municipality includes the districts Lippendorf, Kieritzsch, Deutzen, Lobstädt, Kahnsdorf and Großzössen. For decades, the economic and urban development of the municipality was significantly influenced by lignite mining and the associated energy industry. With the legal phase-out of lignite-fired power generation, the region is facing a profound structural change that…

… places considerable demands on economic, demographic and infrastructural development. At the same time, the development of Leipzig's New Lakes region as well as new usage and value-added perspectives in the field of renewable energies open up additional potential for sustainable community development. The district of Deutzen was incorporated into the municipality of Neukieritzsch on 1 July 2014. The previously difficult budgetary situation of the formerly independent municipality had meant that necessary investments in municipal infrastructure and public space could only be realised to a limited extent over a longer period of time. In addition, there are the effects of demographic change, including changes in the age structure, vacancies in buildings and the need for adaptation in municipal services of general interest. The long-term securing of an attractive living and living environment as well as the strengthening of local supply and general needs functions are therefore central municipal development tasks. At the same time, Deutzen has considerable development potential due to its location in the landscape-enhanced former lignite mining area. In particular, the proximity to the Borna reservoir with its leisure, recreation and water sports facilities offers favourable conditions for sustainably improving the quality of living and living in the district and further strengthening its attractiveness as a residential location in the southern Leipzig area. Against this background, the municipality of Neukieritzsch intends to promote the urban development of the district of Deutzen in a targeted manner as part of the federal-state programme ‘Growth and Sustainable Renewal – Shaping Living Values in Districts’ (WEP). The overall measure "Vitales Zentrum Deutzen" is intended to gradually eliminate existing urban planning grievances, secure central services of general interest and sustainably improve the structural, functional and design quality of the local centre. The focus is on the needs-based renewal and qualification of the public infrastructure, the upgrading of central living and meeting areas, the strengthening of local image-shaping structures and the adaptation of the settlement area to the demographic, economic and climatic challenges. The planned measures are to be coordinated and implemented in the sense of an integrated, sustainable local development. The programme support is intended to ensure that the overall measure is managed in a professionally sound, economic and funding law-compliant manner. These include insb
