The castle town of Hückeswagen has been successfully implementing the Integrated Urban Development Concept (ISEK) for several years now. This is necessary to ensure continuous communication, to accompany participation processes and to continue to ensure the attractiveness of the site during the construction phases. The aim is to continue the development that has already been initiated strategically and to sustainably strengthen the impact of the investments made. · The subject of the call for tender is the design, organisation and implementation of an integrated project and city management for the years 2027, 2028 and 2029. The service includes in particular communicative, moderating, coordinating as well as funding and marketing-related tasks in the context of ISEK implementation. Project and city management is an integral part of the implementation of ISEK. It assumes a central function to accompany the construction measures through communication, participation and activation. Thus, it contributes significantly to the achievement of objectives and to the lasting impact of the overall measure (before integration into the overall process). The ongoing process requires that the team to be commissioned is able to quickly familiarize itself with existing structures, processes and networks and seamlessly continue the previous activities of city management. Applicants are expected to present a coherent, integrated overall concept that includes both strategic and operational approaches and responds flexibly to the dynamics of the construction and implementation processes. The building blocks described below are to be understood as a content framework and can be usefully supplemented and further developed by own proposals.
