… The purpose of the call for tenders is to achieve and promote the construction and operation of future-proof mobile hydrogen refuelling infrastructures in the project area in order to produce and maintain a needs-based hydrogen refuelling supply in the project area (also referred to as ‘the project’). Currently or in parallel, an electrolyser including a permanent solid hydrogen tank infrastructure is already being built in the project area. This solid hydrogen refuelling infrastructure is expected to be fully completed or put into operation in 2031. Until then, the supply of hydrogen is to be ensured in the project area by means of a mobile hydrogen tank infrastructure. Once the fixed hydrogen refuelling infrastructure has been put into operation, it will continue to be supplied via the mobile infrastructure and the successful bidder will then procure the hydrogen from the operator of the electrolyser in the project area. The successful bidder may implement the project and, on the basis of the eligibility established in principle, may, if necessary, apply to the Brandenburg Investment Bank for the creation of the hydrogen refuelling infrastructure, but bears the material entrepreneurial risk for the construction and operation of the corresponding mobile hydrogen refuelling infrastructure, in particular the operational risk itself. Whether and to what extent the project can ultimately be funded, however, is not certain and may depend in particular on the application of the successful bidder or concessionaire and its offer and must be clarified with the funding provider in the context of the application. The details of the funding and the procedure are set out in the procurement documents. · The object of the concession is the construction and operation of a mobile hydrogen filling station in the city of Spremberg/ Grodk and the city of Guben. More details are provided in the procurement documents.
