Southern Parks and Green Areas (Helsinki Metropolitan Area 1st South) Western Parks and Green Areas (Helsinki Metropolitan Area 2nd West) Northern Parks and Green Areas (Helsinki Metropolitan Areas 3rd Central, 4th North and 5th Northeast) Eastern Parks and Green Areas (Helsinki Metropolitan Areas 6) Southeast, 7. Eastern, 8 Östersundom The tenderer may offer one or more of the four lots and may submit up to four parallel tenders for each of the lots it offers. Parallel offers are treated as separate offers. All parallel offers in each area will be compared against each other on the basis of their overall economic advantage. The weight of the price is 40 % and the weight of the quality is 60 %. Price reference points shall be calculated from the total prices for each component, based on an estimate of the number of parallel bids, using the following formula: Price reference points = (lowest total quoted price for parallel offers in the relevant sub-area/total quoted price for parallel offers in the relevant sub-area) × 40,00. The quality reference points shall be calculated from the aggregated quality scores of the persons nominated in the parallel tender for each component according to the following formula: Quality reference points = (total quality score of the persons in the parallel tender for the relevant lot/maximum total quality score of the persons in the parallel tenders for the relevant lot) × 60,00. The final reference points shall be the sum of the price and quality reference points. Parallel tenders shall be ranked according to the final reference points. The overlap of staff does not affect the reference points or ranking of the parallel tender, but only the selectability of the tender. The same person may be nominated for tenders in several lots, but may only be selected to implement one lot. Staff compositions will be considered as overlapping if they include at least one of the same persons to be awarded a quality score in accordance with the invitation to tender, regardless of their function title. If the staff of the same tenderer could be selected to carry out several lots, the staff will be allocated to the highest ranked lot according to the ranking indicated by the tenderer. For the other strands, the next valid parallel offer in the ranking order of the strand concerned, which does not overlap with the staff already selected, will be taken over. The procedure will continue until a selectable offer has been found for each lot or all parallel offers for that lot have been reviewed. Where two or more tenderers obtain the same final reference score in the same area, preference shall be given to the tenderer with higher quality reference scores.
