The mass precedents set out in the schedule of services are currently estimated on the basis of the experience gained in recent years, as well as the planned measures, and serve only to assess the price parameters in an objectively appropriate manner. The offer prices are fixed prices and are valid from 01.02.2027 to 31.01.2028. The list of services is divided into 2 sublots. Both partial lots must be offered. Due to the scope and high priority of the tree checks to be carried out, the services in lot 1 and lot 2 must be included at the same time and processed in parallel. If a tenderer submits the most advantageous bid in more than one sublot, written proof must be provided before the award of the contract that, in the interests of expeditious performance of the contract, each sublot can be processed simultaneously with its own column, which is sufficiently equipped in terms of machine and personnel, and that the specified execution timeframes are complied with. The contracting authority reserves the right to award the contract in bulk on the basis of the most favourable/economic aspects for it. Staffing shall be organised in such a way as to ensure that the two lots are processed in parallel. The necessary human resources are to be maintained accordingly during the agreed execution periods. An exclusive or predominant processing of a partial lot before the start of the processing of the other partial lot is not provided for. Crown care is used to remedy deficiencies found during tree inspections on urban trees in the road area (sublot 1) and in green areas or on children's playgrounds (sublot 2). These are so-called acute orders of priority 2, which are to be carried out tree-compatible within 2 weeks. As part of the measure, crown care is to be carried out on the entire tree in accordance with the Research Society Landscape Development Landscaping ZTV-Baumpflege (2017 edition) in order to maintain or restore road safety. The remaining works concern trees at sites where the use of rope climbing technology (SKT) is required. In addition, in exceptional cases, simple safety and maintenance work in the lower crown or trunk foot area can be carried out manually from the ground ("hand crown care").
