Участниците следва да притежават валидно за срока за изпълнение на поръчката Разрешение за извършване на дейност като оператор на ваучери за храна, съгласно чл. 5, във връзка с чл. 9, ал. 4 от „Наредба № 7 от 9 юли 2003 г. за условията и реда за издаване и отнемане на разрешение за извършване на дейност като оператор на ваучери за храна на хартиен и електронен носител, за издаване на ваучери за храна на електронен носител, характеристиките на издаваните ваучери за храна на електронен носител и осъществяване дейност като оператор, посл. изм. и доп. ДВ. бр. 99 от 28 Ноември 2023г., в сила от 01.01.2024г. (Наредба № 7)“. Участниците чуждестранни лица следва да разполагат с еквивалентен документ съгласно законодателството на държавата, в която са установени. Участник, чието Разрешение е отнето от Министъра на финансите или се намира в процедура по чл. 11, ал. 2 от Наредба №7 от 09.07.2003г., се отстранява от участие в процедурата. Удостоверяване: При подаване на оферта, съответствието с изискването се декларира в еЕЕДОП (Част IV„Критерии за подбор”, Раздел А „Годност“, т. 1) с посочване на номер и дата на документа, орган или служба, издаващи документа, точно позоваване на документа. Съгласно чл. 67, ал. 5 от ЗОП, възложителят може да изисква по всяко време след отварянето на заявленията за участие или офертите представяне на документите, чрез които се доказва информацията, посочена в еЕЕДОП, когато това е необходимо за законосъобразното възлагане на поръчката. Документите се представят и за подизпълнителите и третите лица, ако има такива. Когато участникът предвижда участие на подизпълнители изискването се доказва за тези подизпълнители, съобразно вида и дела от поръчката, които ще изпълняват (чл. 66, ал. 2 ЗОП). В случай, че участникът e обединение, документите се представят само за участниците, чрез които обединението доказва съответствието си с критериите за подбор.

Под услуга „сходна“ с предмета на поръчката следва да се разбира: услуга по отпечатване и предоставяне/доставка на ваучери за храна. Възложителят не поставя изисквания за обем на изпълнената услуга. Деклариране: За удостоверяване съответствието си горното изискване в част IV „Критерии за подбор”, раздел В — „Технически и професионални способности”, участникът попълва във вид на Списък на услугите, които са идентични или сходни с предмета на поръчката, изпълнени от участника през последните три години, с посочване на стойностите, датите и получателите, заедно с доказателство за извършената услуга. Документите за доказване се предоставят при условията на чл. 67, ал. 5 от ЗОП, т.е при необходимост за законосъобразното провеждане на процедурата или преди сключване на договор за обществена поръчка, на основание чл. 112, ал. 1, т. 2 от ЗОП чрез представяне на Списък на услугите, които са идентични или сходни с предмета на поръчката, с посочване на стойностите, датите и получателите, заедно с документи, които доказват извършената услуга.
