What the buyer is looking for

The purpose of the proposed construction is to relieve the currently loaded transport network around the city of Košice as well as in the city itself from transit traffic and, at the same time, to create a south-eastern bypass of the city with several new connections to the existing transport system, redistributing the source and destination traffic, thus relieving the currently busy entrances to the city. This will increase the fluidity, speed and safety of transport and will significantly improve the transport-operation conditions for transit traffic. The subject of the contract is defined in detail in Volumes 1 to 5 of these SPs.

Clement What the numbers say about this buyer

  • 18% of this buyer's awards went to companies that had already won here before (380 awards since 2018, spread over 102 companies). That is well below the sector norm (40%) — this buyer switches suppliers more often than others.n = 380 awards since 2018
  • The median procedure drew 3 bids (340 procedures with a bid count); 15% ended with a single bidder. Sector: median 5 bids.n = 340
  • The award came in at a median 79% of the estimated value (72 awards with both estimate and value) — pricing at the estimate is usually too high here. Sector: 79%.n = 72
  • 9% of the bids received came from other countries (169 procedures with a bid mix) — all bidders, not just the winners. Sector: 3%.n = 169

Tactics

When this buyer has awarded in this sector, usually about 4 bids came in. A normal field for this market. (Based on 50 completed awards — not a statement about this procedure.)

This procedure allows 41 days between publication and deadline — typical in this country is 30 (median of 773 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.

Foreign bidders

In Slovakia · Construction work, 82 contracts went to foreign companies over the last 3 years (of 1,143 recorded awards) — mostly from Germany, Czechia, Poland.

Submission language: Slovak, Czech.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
