What the buyer is looking for

The contract is tendered in 2 (two) lots. The overall purpose of all courses is to develop the individual citizen's ability to work as much as possible. For some citizens, there will be a need for a short-term targeted effort that supports the citizen towards/back towards employment, while for others there will be a need for a longer and more handheld course.
