What the buyer is looking for
The Swedish National Debt Office (Riksgälden), hereinafter referred to as “SNDO”, requires an Asset and Liability Management (ALM) system and related services, including software licences or subscriptions, implementation, operation, maintenance, support, training and consultancy services, hereinafter collectively referred to as the “ALM System and Services”. The ALM System will be used to perform asset and liability management analyses relating to the system for financing nuclear decommissioning and waste management in Sweden, hereinafter referred to as the “Financing System”. The primary purposes of the analyses are to: a) assess the risk that the assets and future income of the Financing System will be insufficient to meet its future liabilities, including the calculation and analysis of the Risk Margin; and b) support decisions concerning the strategic asset allocation of the Nuclear…

… Waste Fund. The Agreement will enter into force when it has been signed by both parties, which is expected to occur in December 2026. Implementation, model configuration, testing and other activities required for production deployment shall commence following the entry into force of the Agreement. The ALM System shall be approved and ready for production use no later than 1 January 2027. The operational services period will commence on 1 January 2027. The initial operational services period will be three (3) years. Thereafter, the Agreement will be automatically extended for successive periods of one (1) year at a time, unless terminated by SNDO in accordance with the Agreement. The maximum operational services period, including all extensions, is eight (8) years. The procurement is not divided into separate lots. For organisational, functional and risk-related reasons, SNDO requires the ALM System and Services to be provided as a single, integrated delivery. The assignment requires the Supplier to assume overall responsibility for the implementation, functionality, operation, support and maintenance of the ALM System and for the coordination of the related services throughout the contract period. Dividing the procurement into separate lots would make it more difficult to ensure coherent functionality, clear allocation of responsibility and effective implementation and operation. SNDO therefore considers that dividing the procurement into separate lots would not be appropriate.

Tactics
When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 72 completed awards — not a statement about this procedure.)
This procedure allows 37 days between publication and deadline — typical in this country is 31 (median of 1,290 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
Foreign bidders
In Sweden, 497 contracts went to foreign companies over the last 3 years (of 6,846 recorded awards) — mostly from Finland, Germany, Denmark.
Submission language: Swedish.
