… analysis, impact assessment, planning, permit application, GIS data, monitoring and transfer In preparation for the fieldwork and the preparation of the species management plan, an area-wide quick scan is carried out. On the basis of the quick scan, it is determined whether area expansion is necessary and whether animal species are added to the study. Expansion of areas and species takes place in consultation with the municipality of Hulst. Research area The primary research area consists of the built-up areas within the municipality of Hulst, as provisionally shown on the concept map ‘Communal boundaries of the municipality of Hulst’ supplied by the municipality of Hulst. This limit is not yet final and may be adapted or further specified prior to the publication of the call for tenders. The external area does not belong to the primary scope, unless additional research outside the boundaries of the bowl proves to be ecologically or permit-wise necessary for a permit-worthy substantiation of the SMP. In addition to regular residential buildings, tenderers must explicitly take into account special objects within or directly adjacent to the provisional boundaries in their research strategy. Examples include churches, chapels, monuments, municipal real estate, social real estate, schools, sports facilities, healthcare real estate, apartment complexes, high-rise buildings, cemetery buildings, mills, towers, old utility buildings and other ecologically relevant buildings. These special objects are not all considered to be subject to full investigation in advance. The future contractor is expected to substantiate in the research strategy which objects are ecologically relevant, which research effort is appropriate and how relevant residences, maternity locations, mass winter residences, nesting sites or functional habitats are prevented from being left out of the picture. The final examination limit, object categories and any list of objects will be defined in the tender documents. At least the building residents bats, the swift, the house sparrow, house swallow and the stone marten (possibly only as an indication species) are included in the research. On the basis of the quick scan, possible expansion is possible. · The municipality of Hulst wants to have a legally sustainable, permitable and practically applicable Species Management Plan drawn up within the municipality for the boundaries (Annex 10). The SMP must enable the municipality to apply for an area-based environmental permit for flora and fauna activities and must be usable for nature-friendly insulation, sustainability, maintenance, renovation and other building-related activities within the scope of the permit. The contract shall consist essentially of: • an area-wide quick scan, extensive field research, data inventory and desk research; • an informed research strategy and species-based ecological research; • drafting a draft and final SMP, including impact assessment and mitigation
