… DANUBEGREEN-HARD project, financed under the INTERREG VI-A ROMANIA-BULGARIA programme, with an estimated value of EUR 4 554.40 excluding VAT. Lot 2. "Supply and installation of information boards and billboards under the project "Reducing air pollution in the Municipality of Gorna Oryahovitsa through the realization of green infrastructure in an urban environment" with an estimated value - EUR 1 000.00 excluding VAT. Lot 3. "Production and delivery of leaflets under the project "Reducing air pollution in the Municipality of Gorna Oryahovitsa through the implementation of green infrastructure in an urban environment" with an estimated value of EUR 100.00 excluding VAT.​​​​​​​ As the individual estimated values of Lots 2 and 3 are below EUR 25 564.59 (BGN 50 000) excluding VAT, they fall within the scope of Article 20(4)(3) of the Public Procurement Act. In view of the above, and on the basis of Article 21(6) of the Public Procurement Act, Lots 2 and 3 are awarded by direct award in accordance with Article 20(4)(3) of the Public Procurement Act. The residual value of the contract after the splitting of Lots 2 and 3 was EUR 4 554.40 excluding VAT. Pursuant to Article 12(1)(1) of the Public Procurement Act, the subject matter of the contract under Lot 1 was included in the List of goods and services in accordance with the Common Vocabulary, approved by Decision No 591/18.07.2016 of the Council of Ministers, which are intended for the award of specialized enterprises or cooperatives to people with disabilities or for business establishments whose main objective is the social and professional integration of people with disabilities or disadvantaged people. ​​​​​​​ Pursuant to Article 80(1) of the PPZOP, the contract is intended and reserved for the participation of specialised enterprises or cooperatives of people with disabilities. Persons may participate in the award of the contract provided that: At least 30 per cent of their list is made up of disabled or disadvantaged persons; Persons must have been registered as specialised enterprises or cooperatives of persons with disabilities for at least three years prior to the date of opening of this contract; They can perform at least 80 percent of its object with their own machines, equipment and human resources. To fulfil the condition, they may use subcontractors or rely on the capacities of third parties if the subcontractors or third parties are specialised enterprises or cooperatives of persons with disabilities. Participants, in their capacity as persons under Article 12(5) and (6) of the Public Procurement Act, shall fill in the information provided for this purpose in Section A: "Information about the economic operator" in the ESPD. Pursuant to Article 12(7) of the Public Procurement Act, other interested parties may submit tenders, but their tenders shall be considered only if no tenders are admissible from specialised enterprises or cooperatives of people with disabilities, or for economic establishments whose main objective is the social and professional integration of people with disabilities or disadvantaged persons, subject to the conditions of Article 81 of the Public Procurement Act. ​​​​​​​ · Public procurement for Lot 1. “Implementation of information and publicity activities under project ROBG00358 DANUBEGREEN
