What the buyer is looking for
The Ministry of Agriculture and Forestry (the ‘Procurement Unit’) is responsible for coordinating climate change adaptation work at the level of the Government. The Ministry is responsible for preparing the National Climate Change Adaptation Plan and its background materials (including the National Climate Risk and Vulnerability Assessment) in accordance with the Climate Law. The purpose of the Ministry of Agriculture and Forestry is to acquire the planning, implementation and reporting of the national climate risk and vulnerability assessment. The results of the risk and vulnerability assessment should be available when the preparation of the National Adaptation Plan begins at the beginning of the next parliamentary term. The preparation of the National Climate Risk and Vulnerability Assessment aims to obtain an understanding of the climate risks and vulnerabilities faced by Finland…

… based on the best available information and to strengthen the link between the assessment of risks and vulnerabilities and the planning of adaptation policy. The review should support the targeting of adaptation measures to the risks, impacts and vulnerabilities that are estimated to be most significant for Finnish society. At the same time, the review should identify new or refine information on previously identified risks and describe possible data gaps. The Climate Law requires a regional review, as appropriate. The object of the procurement is described in Annex 1.
