What the buyer is looking for
By means of its regulatory letter, the National Board of Health and Welfare is tasked with representing Sweden in the EU-wide steering group for coordinated procurements under the Joint Procurement Agreement (JPA). The task includes calls linked to the Agency’s responsibility for ensuring the supply of medicines and other healthcare products in the face of increased preparedness and for maintaining disaster medicine preparedness. In addition, the task includes the purchase of medicines through the so-called voluntary solidarity mechanism (VSM) in the EU in situations where regular supply channels cannot meet the national needs. The National Board of Health and Welfare’s Supply Preparedness Unit develops the health and medical care’s supply preparedness at a strategic level, but also the operational part of the supply preparedness, for example by building up and managing emergency stocks.…

… In addition, the unit plans how equipment, equipment and medicines can be delivered when needed – both within Sweden and internationally. In order to fulfil these tasks, the Agency intends to procure a distribution agreement with a certain stockpiling period. If a purchase via different EU mechanisms would be initiated by the Agency, the supplier must be ready to receive the supply, hold stocks and distribute to customers (for example, the regions or pharmacies may specify the period of the Agency).
