With the municipality of Pas, the municipalities of Veenendaal (VeenendaalPas), Rhenen (CuneraPas) and Renswoude (GrebbePas) want to offer more opportunities for low-income residents. The municipality of Pas makes it easier for (financially) vulnerable residents to participate. In 2025 (= reference year), the three municipalities collectively handled approximately 2,100 applications (a + b) and there were approximately 4,850 cardholders at the end of the pass year. Of the cardholders, approximately 85% are granted ex officio and approximately 15% through an award decision on an application.
