What the buyer is looking for

The project competition for the transformation of Svanemølleværket into the new Technical Museum of Denmark is hereby offered. Denmark is one of the world's most technology-intensive nations, but the National Technical Museum does not have a framework that corresponds to the task. On an international level, the new museum will gather and communicate the history, present and future of technology and serve as an open workshop and meeting place for technological formation, debate, learning and experiences. Svanemølle Power Station will be transformed from power plant to power centre: an open, inviting and vibrant house, where the Technical Museum of Denmark is the building's main function and professional focal point. TRANSFORMATION must be based on the work's industrial character, spatial qualities and conservation values. The building itself must be an active part of the museum experience…

… and the transformation must be a model for the transformation of existing industrial buildings with low climate impact, high recycling and a clear correlation between conservation, new use and architectural quality. The key task of the competition is to develop, at the level of ideas and concepts, a comprehensive architectural and technical concept for the transformation. The MAIN RECORD will bring together the overall layout of the museum, audience functions, possible hub and operation, the level of intervention, the climatic and technical strategy as well as the house's meeting with the city and the harbor. The house must be able to accommodate a public, not just an audience, work with the current and unfinished, accept schools and learning courses on a large scale and be able to operate robustly and flexibly. Work is underway on the possibility of a business and technology hub in a smaller part of the building as an expected, but not yet definitively decided, independent and complementary function. The competition proposal will show how the hub can be adapted with the possibility of own access and operation as well as professional and functional interaction with the museum. The COMPETITION will form the basis for the choice of the partner who, together with the Building and Development Fund DTM 4.0 and the Technical Museum of Denmark, will further develop and realize the project. The project must be able to be developed within A FIXED ECONOMIC FRAMEWORK of DKK 660 million excl. VAT at price level 2026. After the design competition, the client expects to enter into a total consultancy agreement with the winner on the basis of ABR 18 and after negotiation in accordance with Section 82 of the Public Procurement Act. The further course of the project after the competition decision follows the phasing and timetable set out in the contractual basis and related annexes. The tender is conducted as a design contest with a view to concluding a service contract, cf. Section 84(1)(1) of the Public Procurement Act. THE PROCESS RECOVERS: 1) pre-qualification, part A - written application, 2) pre-qualification, part B - pitch, 3) phase 1 - anonymous design contest, 4) assessment and designation of the design contest winner or winners, 5) abolition of anonymity, 6) negotiation phase with the winner or winners, 7) phase 2 - further processing and final offer of the total consultancy agreement, 8) evaluation of the final offers and 9) award of the total consultancy agreement. The QUALIFICATION is carried out in two parts. In Part A, up to 8 teams will be selected for pitch if the number of successful candidates exceeds 8. In Part B, 3 teams are selected to participate in the design contest on the basis of an overall assessment of the written application and the pitch. The jury will appoint one or more winners of the design contest, who will be invited for negotiation and phase 2. The Total Adviser Agreement shall be awarded to one tenderer. Parts A and B of the pre-qualification make an overall assessment of the selection criteria indicated. In PHASE 1, the competition proposals are assessed on the basis of the criteria Transformation, Museum, the functions and operation of the house as well as Realizability and financial robustness. No weighting is applied to each other and all three criteria are given significant importance. PHASE 2 evaluates the final offers on the basis of the same three criteria with the following weighting: Transformation 33%, Museum, h
