Establishment of a dynamic purchasing system for the purchase of soil microbiological products used in crop production areas for Annamajori Mezőgazdasági és Kereskedelmi Kft. Estimated quantity: The estimated value of the total quantity that the contracting authority intends to order during the period of setting up the DBR (36 months) is HUF 70 000 000 net/year. Soil regeneration and biostimulator preparations: minimum net HUF 3 500 000. 4. Soil extinguishing preparations, bacterial fertilizers: minimum net HUF 3 500 000. 5. Other microbiological preparations: minimum net HUF 3 500 000. A kiválasztási szempontok felsorolása és rövid ismertetése: A 321/2015. (X. 30.) Korm. rendelet II. Fejezetnek megfelelően az EEKD IV. rész α) pontjának kitöltésével elegendő nyilatkoznia arról, hogy megfelel az M.1. pontban előírt alkalmassági követelményeknek. Az alkalmassági követelményekre vonatkozó igazolásokat az Ajánlatkérő felhívására szükséges benyújtani, a Kbt. 69. §. (4)-(6) bekezdésében foglaltak alapján. Ajánlatkérő a Kbt. 69. § (7) bekezdése alapján már az eljárás részvételi szakaszában felhívja a részvételre jelentkezőket a Kbt. 69. § (4) bekezdése szerinti igazolások benyújtására. M.1: Ajánlatkérő Kbt. 69. § (4) bekezdése szerinti felhívására részvételre jelentkezőnek be kell nyújtania a 321/2015. (X.30.) Korm. rendelet 21. § (1) bekezdés a) pontja szerint a felhívás feladásától visszafelé számított 3 éven (36 hónap) belül befejezett, de legfeljebb 6 éven (72 hónapon) belül megkezdett, az alkalmassági követelménynek megfelelő, legjelentősebb a közbeszerzés tárgya szerinti szállításainak ismertetését (referencia nyilatkozat/igazolás) a 321/2015. (X.30.) Korm. rendelet 22. § (1)-(2) bek. szerint legalább az alábbi tartalommal: Az ismertetés(ek)nek tartalmaznia kell legalább - a szerződést kötő másik fél megnevezését, - a szállítás tárgyát, ellenértékét (olyan részletezettséggel, melyből az alkalmassági követelmény egyértelműen megállapítható), - a teljesítés idejét (kezdési és a befejezési időpont - legalább év, hónap, nap megjelölésével), továbbá - nyilatkozatot arról, hogy a teljesítés az előírásoknak és a szerződésnek megfelelően történt-e. Amennyiben a teljesítés nem a szerződésnek megfelelően történt, ismertetni kell az igazolásban vagy nyilatkozatban az eltérés okát és mértékét, valamint a gazdasági szereplő szerződésszegése esetén annak tényét, hogy a gazdasági szereplő szerződésszegésért való felelőssége fennáll-e. Ha az alkalmasság igazolása a részvételre jelentkező vagy az alkalmasság igazolásában részt vevő más szervezet nyilatkozatával történik, a nyilatkozat tartalmazza azt is, hogy a szerződést kötő másik fél vitatja-e a teljesítés szerződésszerűségét vagy – amennyiben a gazdasági szereplő erről nyilatkozott – azt a körülményt, hogy a gazdasági szereplő szerződésszegésért való felelőssége nem áll fenn. Az alkalmassági igazolására a Kbt. 69. § (11) bekezdése, 321/2015.(X.30.) Korm. rendelet 21/A. § és 22. § (2), (4), (5) bekezdései is alkalmazandók. Az alkalmasság igazolására alkalmazandó a Kbt. 65. § (6), (7), (9), (11) és (12) bekezdéseiben és a Kbt. 67. § (3) bekezdésében foglaltak. A leírásnak egyértelműen kell tartalmaznia azokat az információkat, amelyekből az alkalmassági minimumkövetelményeinek való megfelelés megállapítható. Amennyiben az alkalmasságot igazolni kívánó a teljesítést közös részvételre jelentkezőként végezte, a referencia ismertetésben elkülönítve kell szerepelnie az egyes ajánlattevők által végzett munkáknak, illetve teljesített szállításoknak. A RJ során a referencia vizsgált időtartamára a Kbt. 107. § (8b) bekezdésében foglaltak irányadóak, azaz a DBR felállítását követően benyújtott részvételi jelentkezések tekintetében a vizsgált időszak meghatározásához használt referencia-időpontnak a részvételi jelentkezés benyújtásának időpontja minősül, míg a DBR felállításakor a rendszerbe felvett gazdasági szereplők esetében a vizsgált időszak meghatározásához használt referencia-időpontnak az eljárást megindító felhívás feladásának időpontja minősül. Részvételre jelentkezőnek az EEKD-ban a IV. rész α) pontjának kitöltésével elegendő nyilatkoznia arról, hogy megfelel az előírt alkalmassági követelményeknek. Ajánlatkérő felhívja a figyelmet a 321/2015. (X.30.) Korm. rendelet 24. § (1) bekezdésére. Az előírt alkalmassági követelménynek részvételre jelentkezőnek a Kbt. 65. § (6)-(7) és (11) bekezdésében foglaltak betartása mellett is megfelelhetnek.
