The need for this contract arises from the increased needs of the municipality’s services for the above supply, following the abolition of the legal entities of the local authorities (Law 5056/2023, Government Gazette, Series I, No 163/6.10.2023). The quantities of the previous signed relevant contract for the years 2025-2026 are almost exhausted, resulting in the immediate completion of this contract. This created the need for additional quantities for the years 2027, 2028, 2029 and 2030 that is expected to be covered by this procedure. The quantities of hydraulic materials indicated in the Indicative Budget Table of this study are purely indicative and not binding on the contracting authority. The execution of the supply and the consumption of the items will be carried out in parts, depending on the actual needs and following orders from the competent services of the Municipality of Fyli, which will depend on the current maintenance and restoration needs of the networks. The Municipality of Fyli reserves the right not to exhaust all indicative quantities or budget during the four-year contract. The final quantities of materials to be ordered may be lower than budgeted, depending on the actual needs of the competent services. The Contractor shall not retain any claim for compensation or foregone profits in the event that the uptake falls short of the initial indicative budget. The procurement is classified under the Common Procurement Vocabulary (CPV) codes: 44115210-4 Materials for plumbing The above supply will be carried out by conducting a public electronic tender above the thresholds and with the criterion of awarding the most economically advantageous tender, based on a price in accordance with the provisions of Law 4412/2016 as amended and in force, for all the items to be supplied. This commission is not subdivided into segments. Tenders are submitted for all the above items. The duration of the implementation of the supply is defined by the signing of the contract for the four-year period 2027, 2028, 2029 and 2030, i.e. until 31/12/2030 or until the amount and quantities are exhausted, provided that the supply is executed at a rate of 100%. A detailed description of the physical and financial scope of the contract is given in the department’s study No 160/2026. The contract may be amended during its duration, without the need for a new procurement procedure, only in accordance with the terms and conditions of Article 132 of Law 4412/2016 and following an opinion of the competent department or otherwise of the department designated by decision of the AA. The contract will be awarded on the basis of the criterion of the most economically advantageous tender, based on the price.
