What the buyer is looking for
The municipality of The Hague faces increasingly complex social challenges that require new solutions, innovative working methods and additional expertise. In order to be able to respond adequately to this, various domains and services within the Municipality invest in innovation and in strengthening its own innovation capacity. In the development and implementation of innovation processes, there is a regular need for additional, specialist expertise and support from external parties. This need can differ per issue, phase of the innovation process and organisational part. In order to be able to use this expertise in a flexible, efficient and transparent manner, the Municipality chooses to set up a Dynamic Purchasing System (DAS). Within this DAS, market parties that meet the set admission and suitability requirements can be admitted and compete for further assignments. The Debt Lab070…

… takes the initiative to set up a Dynamic Purchasing System (DAS), aimed at guiding and supporting innovation processes within the entire municipal organization (municipality of The Hague). Within this DAS, the various domains and services can engage specialised innovation parties on demand and as required. The aim is to use expertise flexibly to strengthen one's own innovation capacity, and to carry out work more efficiently, effectively and sustainably. The starting point for the assignments that are requested within this DAS is the innovation process as used by, among others, the Debt Lab070 and EC-DISC (expertise Centre for Digital Innovation and Smart City). Within these processes, concepts, experiments and pilots are set up and validated according to a fixed and phased approach. The innovation process includes various standard services to accompany and support innovation (processes), including for example: -Problem analysis, trend analysis and strategic exploration; -Facilitating and supervising processes, work sessions and co-creation processes; -Guiding the development and elaboration of innovative concepts; -Project control and programme guidance; -Monitoring and evaluation, including social cost-benefit analyses (CBA) and impact and impact measurements. In addition, events are regularly organized and training courses are given that are independent of the innovation process. The DAS is divided into several phases of the innovation process. For the purpose of the design and implementation of the DAS, these categories are shown in Mercell/TenderNed as lots. Applicants must indicate in their application for admission which stage(s) they wish to qualify for. It is permitted to register for one, several or all phases, provided that the requirements applicable to that phase are met. Although the municipality will primarily carry out assignments within this DAS in the field of process management of social and physical innovation, assignments can also be requested at the intersection of social and digital innovation. This could include the use of Artificial Intelligence (AI) and other digital technologies to support innovation, service provision and decision-making, aimed at tackling social challenges more effectively. This DAS then includes process guidance, but not the actual product development of the digital tools or systems. Issues whose primary purpose is research, customer journey research, service design or UX design do not fall within the scope of this DAS. These fall under the municipality-wide framework agreement for the hiring of Research, Service Design and User Experience Design (UX) employees.
