What the buyer is looking for
The subject of the awarded public contract (‘the public contract’) is the supply, development, implementation, configuration, testing and commissioning of the modernised hospital information system UNIS (‘NIS’) and the modernised laboratory information system Orpheus LIS (‘LIS’) in the form of extension and upgrade of the information systems currently used by the contracting authority. The subject of the performance is not a complete replacement of the existing NIS and LIS with new information systems, but their modernization in the form of development, modification and addition of the required functionalities, modules, database structures, user interfaces, integration services and data interfaces. The feasibility study explicitly envisages the extension of the existing NIS and LIS in the form of an upgrade, not their full replacement. The performance shall include in particular: an…

Detailed binding definition of technical, functional, integration, implementation and operational requirements is contained in Annex 12 to this tender documentation – NIS and LIS technical specifications. The feasibility study shall contain a description of the baseline, grant, economic, schedule, organisational and administrative information. Those lots do not in themselves constitute a binding technical specification of the subject-matter of the contract. Only the requirements listed in Annex 12 shall be considered as mandatory technical requirements. The Contractor is obliged to ensure that the operational continuity with the existing NIS and LIS is maintained. The modernization of the NIS includes maintaining the current number of acquired licenses for the current version of the NIS. Technology and infrastructure architecture, hardware, supporting operating systems, database platform, terminal stations and network infrastructure elements shall not be supplied, unless otherwise expressly provided in the procurement documents. The upgraded components and interfaces will be operated on the existing HW/SW solution of the client. The contracting authority states that the original supplier of the hospital information system and laboratory information system will provide cooperation in the implementation of the performance to the extent specified in its declaration, which forms Annex 11 to these tender specifications. The detailed definition of the subject of the contract, including the technical conditions in the details necessary for the preparation of the tender, is set out in the annexes to these tender specifications.
