What the buyer is looking for
The Finnish Transport and Communications Agency Traficom (hereinafter ‘Traficom’) requests your tender for the provision of public transport services. More detailed items and contract periods can be found in the annexes to the invitation to tender. The transport is procured by means of a gross contract. Gross contract means a public transport service contract within the meaning of the Service Contracts Decree (1370 /2007) and the Special Sectors Procurement Act (1398/2016), in which the ticket revenue risk is borne by the transport subscriber. In addition to Traficom, which acts as the contracting entity, municipalities, cities, wellbeing services counties, educational institutions and competent authorities can also participate in the financing of contracts resulting from the procurement. … Regulation by means of a separate administrative decision. The exclusivity decision takes into account any longer-distance traffic passing through a part of the route. The ticketing and payment system requirements and the interoperability requirements required by the Act on Transport Services (320/2017) are described in more detail in the invitation to tender and its annexes.
