The planned works include the necessary preparatory, ground, road and asphalt works, curb works, drainage, levelling of existing inspection shafts, temporary traffic organization and all accompanying activities according to the technical specification. The construction is an IV (fourth) category in accordance with Article 137(1)(4)(e) in conjunction with point (a) of the Spatial Development Act. A description of the activities envisaged is contained in the technical specification annexed to the documentation. Grounds for the selection of the procedure This public contract is awarded through an open procedure under Article 18(1)(1) in conjunction with Article 73(1) of the Public Procurement Act. Pursuant to Article 73(1) of the Public Procurement Act, public contracting entities may freely choose an open or restricted procedure. The contracting authority shall select an open procedure with a view to ensuring maximum publicity, transparency and competition in the award of the works. The procedure shall be one-stage and any interested person may submit a tender. The minimum time limit for receipt of tenders in an open procedure is 30 days from the date on which the contract notice is sent for publication, except in the cases expressly provided for in the Public Procurement Act for shortening the time limit.
