What the buyer is looking for

The subject of the contract is the establishment of DNS and the provision of services for cleaning, maintenance, operation, repair and reconstruction of fountains in Bratislava. The exact specification of the subject of the contract will be indicated in the relevant Call for Tenders for the award of a specific contract. The contracting authority manages 67 fountains in the territory of Bratislava. The number of fountain objects can change over the duration of the DNS. The contracting authority foresees the launch of regular partial contracts for complete sets/total fountains for a period of 6 months. At the same time, it also foresees the announcement of irregular contracts based on the current operational need. With the operational award of contracts, the contracting authority also wishes to allow smaller contractors to participate and therefore recommends that smaller contractors who…

… meet the selection criteria within the meaning of Annex 4 to these documents send a request for inclusion in the DNS in order to be able to bid for the awarded contracts. Only those suppliers that have been registered in the DNS can be invited to submit a tender and thus have the right to submit a tender, and therefore the contracting authority recommends that suppliers deliver the application for inclusion in the DNS by the expiry of the deadline for submission of applications specified in these procurement documents. This means that it is possible to send a request for inclusion in the DNS throughout its duration, but the invitation to a specific individual contract can only be sent to such a contractor by the contracting authority after its inclusion. · Cleaning, maintenance, operation, repair and reconstruction of fountains in Bratislava

Tactics

When this buyer has awarded in this sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 18 completed awards — not a statement about this procedure.)

This procedure allows 1228 days between publication and deadline — typical in this country is 30 (median of 773 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In Slovakia · Repair & maintenance, 40 contracts went to foreign companies over the last 3 years (of 427 recorded awards) — mostly from Czechia, France, Germany.
