What the buyer is looking for

The object of the procurement is aggregates purchased for the construction and maintenance needs of the City of Loviisa in accordance with the invitation to tender and its annexes. Aggregates are used in municipal engineering construction and maintenance. Aggregates can be obtained either ex-works or delivered to the work site. As a rule, the aggregates to be delivered and picked up are ordered as full cassette loads. The customer has the right to deviate from this due to a justified need and also to order smaller lots. A framework agreement will be set up for the procurement and five (5) suppliers will be selected in both areas. Tenders shall be selected on the basis of the best value for money criterion, based on the lowest price. The criteria for assessing the overall economic advantage of the sub-regions are described below. During the contract period, the customer does not commit to…

… fixed purchase quantities, but aggregates are purchased according to actual needs. The estimated start date of the contract period is 1 January 2027. The actual contract period is two (2) years from the signing of the contract and the acquisition also includes two (2) option periods of one (1) year, the activation of which is decided one year at a time. The contract consists of two lots for which unit prices are requested in accordance with the invitation to tender. Partial offers will be accepted. Tenderers can offer both areas or only one. Component 1: Aggregates ex-works including loading. Tenderers may submit tenders for one or more varieties of aggregates. Component 2: Aggregates delivered. Tenderers may submit tenders for one or more varieties of aggregates. The comparison of the best value for money shall be made by sub-sector as follows: Component 1: Orders for each aggregate variety are made from suppliers approved for the framework agreement on the basis of the total economic advantage per order. The total economic advantage per order is determined on the basis of the unit price of the aggregate offered by the Supplier and the theoretical transport cost calculated from the distance between the pick-up point and the work site. At the order stage, the customer calculates the comparison price in accordance with the calculation formula defined in the invitation to tender and the contract. Thus, the location of the work site affects, on an order-by-order basis, the supplier from whom the aggregate is ordered. The invitation to tender and the draft contract specify the instructions and the formula for calculating the reference price. Component 2: Tenderers shall be ranked in order of preference for each variety of aggregates on the basis of the tender prices, starting with the tenderer submitting the lowest admissible tender. Aggregates are ordered primarily from the Supplier ranked first in the order of preference. Tenderers must indicate the delivery prices for each aggregate variety in an Excel file attached to the invitation to tender. Prices are given for nine (9) supply areas by aggregate variety. The completed Excel file must be attached to the tender. · The subject of the contract is specified in more detail in this call for tenders and its annexes. · The subject of the contract is specified in more detail in this call for tenders and its annexes.
