What the buyer is looking for
The subject of the service to be tendered is the continuation and operation of the bicycle parking information point. The project management for the special programme "City and Countryside" (SP "S&L") was entrusted to the BALM. … support beyond 2027. Due to the projected increase in passenger numbers, more recent estimates from the current order period assume around 1.84 million additional bicycle parking spaces by 2040. At the same time, planning, technical, organizational and operational requirements are increasing, especially for bicycle parking garages and complex facilities at railway stations and other public transport interfaces. In addition, topics such as digitization and access systems, data standards and interfaces, GIS-supported planning procedures as well as digital and perspective AI-supported knowledge offers are gaining in importance. In order to support the implementation on site by providing information and advice and, in particular, to enable the municipalities to independently plan and implement bicycle parking facilities at public transport stations, the existing information point "Bicycle Parking" is to be continued and further developed as required from 01.01.2028. To this end, the existing findings and relevant knowledge, in particular existing studies and publications of the Observatory, should be systematically secured, updated and supplemented by new information to be developed and actively and service-oriented passed on in particular to interested municipalities and other relevant actors. The information point should also take up new technical and technical developments and make them usable for municipal practice. The aforementioned services cannot be provided by the contracting authority itself, so that there is a need to award the services to a contractor with appropriate technical expertise.
