What the buyer is looking for

The subject of the public contract – the concession is the creation of the appropriate stages of project documentation for the purpose of building an ice rink in the city of Bruntál (‘ZSB’), engineering activities related to the construction of ZSB, the construction of ZSB and the subsequent operation of ZSB. In addition to the ZSB hall itself, the subject of design and construction is also the construction of outdoor volleyball courts and parking areas around the ZSB hall, including service access roads. However, the subsequent operation concerns only and exclusively ZSB, not outdoor volleyball courts, parking areas and access roads. Parking areas shall be publicly accessible, including service access roads; the management and operation of the outdoor volleyball courts will be provided by the contracting authority under its own responsibility. The contracting authority has a final…

… permit for the construction of an ice rink (construction permit) and the relevant project documentation, which forms Annex 12 to these tender documents. The contractor is entitled, but not obliged, to use this existing permit for the implementation of the subject matter of the public contract; its use is therefore only optional and is fully at the discretion of the supplier. If the supplier decides to use the existing permit, he is obliged to ensure its subsequent change at his own expense, risk and responsibility, i.e. the permit to change the project before its completion within the meaning of Section 224 of the Building Act, so that the permit corresponds to the project documentation prepared by him and the actual execution of the construction, at the latest before the completion of the construction. The procuring entity does not guarantee the usability of the existing permit for the solution proposed by the supplier; responsibility for assessing its applicability, for the choice of procedure and for any consequences associated therewith lies entirely with the Contractor. The use or non-use of an existing authorisation does not affect the offer price or the period of performance. Details are set out in Annex 3 to the tender specifications. A more detailed specification of the performance is set out, in particular, in Annexes 3 and 11 (or No 12) to the tender specifications, which form an integral annex thereto.

Tactics

When this buyer has awarded in this sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 4 completed awards — not a statement about this procedure.)

This procedure allows 28 days between publication and deadline — typical in this country is 32 (median of 1,134 procedures). Much tighter than usual: the first week counts.

The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.

Foreign bidders

In Czechia · Construction work, 143 contracts went to foreign companies over the last 3 years (of 16,823 recorded awards) — mostly from Germany, Poland, France.

Submission language: Czech.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
