What the buyer is looking for
The subject of the public contract is the supply, installation and installation of a new source of electricity – a customer transformer station (DTS) – in connection with the revitalization of the CŠJ Lovosice building, due to the increase of the existing insufficient power input from the NN distribution network to the required value. The subject of the public contract includes the supply of a new customer transformer station and related assembly, installation, earth and other works. The contracting authority identified supplies as the main subject of the public contract, since the basic purpose of the public contract is the acquisition of a complete new customer transformer station as a comprehensive technological device capable of ensuring the required increase in the power input of the CŠJ Lovosice building. The transformer station is acquired as a pre-constructed and assembled…

… technological unit, which is then transported to the place of filling, assembled, connected and put into operation. Construction, earth, assembly and other related activities carried out at the place of performance have a supportive character in relation to the acquisition of a transformer station and serve, in particular, to enable its installation, connection and proper operation. The composition of the estimated value of the contract also corresponds to this conclusion. Of the total expected value, it accounts for approximately 96%, the complete supply of the new transformer station, including its installation. The separately quantified costs of grounding, earthworks and other related activities together represent only about 4% of the estimated value of the public contract. Therefore, in view of the essential purpose of the public contract and the nature of its predominant performance, the contracting authority assessed the public contract as a public supply contract within the meaning of Paragraph 14(1) in conjunction with Paragraph 15 of the ZZVZ. The detailed specification of the subject-matter of the contract and the required performance is set out in the documentation for the execution of the work and in the list of works, supplies and services with the statement of acreage, and forms Annex Nos 1 and 2 to the tender documentation.
