Equipment of the meeting rooms of the State of Hesse

The framework agreement does not provide for a minimum purchase quantity. The contracting authority estimates the number of meeting rooms to be equipped at 530. The maximum number of meeting rooms to be equipped is 580. The subject of the contract is the media technology equipment of the courtrooms of all jurisdictions of the state of Hesse with uniformly operable media and video negotiation technology. The client equips the meeting rooms as required and optionally in several stages. Presumably in early 2027, a separate measure will initially set up modern media trolleys in the meeting rooms, equipped with interactive displays on a trolley and 360° cameras. This procurement is not covered by the procurement procedure. The contractor must take the components of the media trolley into account conceptually and integrate them into the subsequent stages. The partial equipment based on the media cars is as follows: The operating comfort equipment (partial equipment 1) includes in particular the following services: - presentation screens, usually wall-mounted, - functional system control (HW/SW), located on one or more control panels to control all sources/media located in the meeting room, - active network and security components and Internet access (routers), - providing a central management environment for administration, monitoring, inventory and certificate management of all systems and components; In a further stage, the contractor must implement the target image equipment. This level is based either on the media trolley or optionally on the user comfort equipment. The target image equipment (sub-envelope 2) includes in particular the following additional services: - Audio control software (including audio hub) with desktop microphones, wall speakers/sound bars, - PTZ cameras, - connection panels of all parties involved, - integration of monitors on the judge's bench, - media hub, - document camera. The contractor must provide services from acceptance of an equipment level, consisting in particular of a multi-level support model (2nd/3rd level and field service by the contractor) with SLAs, incident, problem, change and release management, spare parts storage and replacement. The contractor must also use the existing whiteboard as an inventory component. All applications for operating the systems for video negotiations must comply with the requirements of the Barrier-Free Information Technology Regulation. The contractor will be responsible for the design workshops, concept development, test phases and the gradual equipping and commissioning of the media equipment. The contractor must provide the services of the respective equipment level at the request of the client.
