General refurbishment and energy upgrading of the administrative building of the Verbandsgemeinde Trier-Land

… structurally, energetically and technically comprehensively modernized administration building is to be built, which meets the future requirements for a modern public administration location. The refurbishment is intended to achieve a sustainable improvement in energy efficiency, user comfort, job quality and operational safety while ensuring the long-term economic viability of the building. Particular consideration must be given to the specific features of existing construction, the maintenance of administrative operations and the requirements of the contracting authority in terms of transparency, cost-effectiveness, sustainability and reliability of deadlines and costs. At the beginning of the second stage, the contracting authority intends to set a 21-day offer period within the negotiation phase in accordance with the first sentence of Paragraph 17(7) of the VgV. Only at the second stage will form 633 EU (letter of offer) be uploaded to the documents and made available. At the end of the bidding period, the qualified applicants will be invited to present and negotiate their bids in December 2026 in the administrative building of the Verbandsgemeinde Trier-Land to be renovated. Thereafter, candidates will be given the opportunity to submit a final tender within three days. The work of the planning services tendered here in the context of a two-stage negotiated procedure is to be started by the contractor immediately after the contract is awarded in January 2027. Gradual commissioning is envisaged. The costs of KG 500 are planning services of the outdoor area, which must be optionally integrated into the property planning as a special service. A separate performance picture of the open-air system is not necessary. The costs of KG 600 relate to the equipment and furnishings, which are covered by the awarding body itself. The awarding body has drawn up stock and demand documents as well as technical reports, which form the basis of this call for tenders. They serve as orientation and are to be checked and evaluated by the contractor on his own responsibility in the context of the processing of the offer and in the context of the subsequent execution of the order.
