… adjoining rooms. The building consists of a large event hall with stage and counter area, several auxiliary and functional rooms as well as a smaller hall arranged at the rear. The festival hall is not demarcated by an independent property, but is part of the large municipal property Flst.-Nr. 938/4, on which the outdoor and development areas required for events are also located. In the course of ongoing operations, numerous structural, technical and functional deficits have been identified in recent years. In addition to age-related damage to the building substance, there are significant deficiencies in the technical building equipment as well as in the infrastructure of the outdoor facilities. The aim of the measure is the sustainable refurbishment and modernization of the Festhalle in order to ensure long-term economical, safe and functional operation as well as to meet the requirements of today's event venues. The Festhalle was included in the ‘Alter Ortskern’ (Old Town Centre) redevelopment programme as a so-called ‘island solution’. Taking into account the annual festival, the structural implementation is currently planned for the period from September 2027 to July 2028. The planning must be aligned accordingly with this binding deadline. The scope of the project includes both measures on the existing building and on the outdoor facilities. These include in particular: • structural refurbishment measures on the building, including the roof, interior fittings and stage area, • renewal and modernisation of the electrical infrastructure, including lighting, power supply and event technology, • renewal and expansion of the drinking water and wastewater infrastructure, • functional adaptations of the sanitary facilities, • improvement of the storage and operational procedures, • adaptation of the outdoor facilities, including technical development, pipeline infrastructure and event areas, • implementation of the necessary civil engineering measures for the renewal of the supply and disposal lines. The known defects and requirements form the basis for further planning. In the course of further planning, these must be reviewed, evaluated in planning terms and further developed into an economical, technically coherent and eligible overall concept. The following framework dates are planned: • Start of planning: Immediately following the award of the contract • Closure LPH 3: February/March 2027 • Start of construction: Mid-September 2027 (after Mallorca Party) • Completion: Before the Volksfest in July 2028 Due to funding conditions and planned events, the construction period between September 2027 and July 2028 must be strictly adhered to.
