The contracting authority shall not allow tenders to be submitted for cars coming from third countries which are not party to international agreements: 1) third countries that are not parties to international agreements are countries other than those indicated in Article 16b of the Public Procurement Law Act of 11 September 2019 (Journal of Laws of 2026, item 793), States shall be deemed not to be parties to the World Trade Organisation Agreement on Government Procurement or other international agreements to which the European Union is a party guaranteeing reciprocal and equal access to the public procurement market; 2) the country of origin of the car, in accordance with Article 60 of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code, is the country in which: the car has been completely manufactured; the car has undergone its last substantial, economically justified processing or treatment in an undertaking equipped for that purpose, resulting in the manufacture of a new product or representing an important stage of manufacture, where more than one country was involved in the production of the car. 6.The date of production of cars can not be older than March 2026. 7. The Contractor undertakes to perform and deliver the subject of the contract, for each lot separately, within a maximum of 7 weeks from the date of conclusion of this contract.
