The current Wmo tailor-made agreements for guidance are no longer appropriate to current laws and regulations, jurisprudence and municipal policy wishes. The result-oriented indication on which the agreements are based is not permitted by rulings of the Central Appeals Board. In addition, internal signals and internal research show that the current set-up entails risks for legality, efficiency and quality of care. The existing agreements also do not sufficiently meet new requirements, such as improved management of hours spent, the use of the HHM standards framework and the desire to apply the new Wmo Contract Standards. The total estimated value of the contract per municipality is approximately: Coevorden Guidance: € 13.010.000 excluding VAT Borger-Odoorn Guidance: Assuming a maximum duration of eight (8) years, including renewal options, the total estimated value is € 26,310,000 excluding VAT. Because it is not possible to determine precisely in advance which price developments and changes will occur during the term of the agreement, a margin of up to 50% is applied. As a result, the maximum contract value is €39,465,000 excluding VAT.
