The procedure is an open procedure above the EU threshold. The tender documents are in Finnish and the tender must be submitted in Finnish. Tenderers should note that access to procurement documents is restricted on the basis of section 69.3 of the Act on Public Contracts: Not all procurement documents may be made available without restriction, directly and in full by electronic means, in order to protect the confidentiality of information. The tender documents contain confidential material (Annex 4 to the invitation to tender - List of items). The procedure for obtaining confidential material is indicated in the section of the contract notice: "Additional information on the contract or lot".
