… to the objectives of Further Education and Training. The DPS is intended primarily to support the procurement of programme delivery and associated learner services. Such services may include tutor provision, learner supports, programme administration, assessment administration, certification support, employer engagement activities, workplace learning supports and related operational services necessary for successful programme delivery. Where appropriate, requirements may also include the adaptation, contextualisation, enhancement or limited development of programme content, learning materials, assessment instruments and delivery methodologies where such activities are ancillary to, and directly support, the training delivery requirement. The DPS may be used by participating ETBs to support the broader Further Education and Training provision of the organisation and is not restricted to any single programme area, service function or occupational discipline. The DPS is not intended to be used primarily for the procurement of standalone consultancy services, strategic advisory services, policy development, organisational development assignments or research projects where education and training delivery is not the principal purpose of the requirement.
