… type of which has been specified in the decision on the designation of the provider as a high-risk provider referred to in Article 67b(2); 15 of the Act of 5 July 2018 on the national cybersecurity system, ICT services or ICT processes specified in this decision. Failure to comply with the above requirement results in the rejection of the offer pursuant to Art. 1 point 17 or point 19 of the PPL Act. 3.Requirements concerning the country of origin of the vehicles offered (supply): 1) The contracting authority requires that the motor vehicles offered under the contract, including their key components (powertrains, traction batteries, telematics systems) and implemented ICT software and services, come from the Member States of the European Union, the European Economic Area (EEA) or third countries with which the European Union has concluded international agreements on mutual access to the public procurement market (including the WTO GPA). 2) For the purposes of assessing the country of origin referred to in point. 1 goods the origin of which is determined in accordance with Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code shall be considered as products originating in third countries. 3) The Ordering Party, pursuant to Art. 1 point 5a of the Public Procurement Act, rejects an offer made by economic operators from third countries that are not parties to international agreements or in which the offered item originates from a third country that has not concluded a Government Procurement Agreement (GPA) or a bilateral free trade agreement between the EU and that country. 4) The contracting authority requires that the offered vehicle has a full pan-European vehicle type-approval (WVTA) in accordance with EU Regulation 2018/858. It is not permissible to offer a vehicle with a single (national) approval or simplified approval.
