The certificate shall replace subjective means of proof only to the extent covered by a valid certification and indicated by the contractor in the statement referred to in Art. 1 uPzp. If the certificate covers only part of the grounds for exclusion or part of the condition (if the conditions have been specified in the procedure) of participation in the procedure, or confirms compliance with the condition at a level lower than that required in the FTZ, the economic operator shall submit subjective evidence in the remaining scope. 3. To the extent resulting from a valid certificate, the contracting authority shall not require other subjective means of proof from the contractor, subject to Art. 4 of the PPL and Article 31 para. 6 of the Act on the certification of public procurement contractors. 4. Before selecting the most advantageous tender, the Contracting Authority shall invite the Contractor whose tender has been the highest rated to submit, within the prescribed time limit valid on the date of submission of the subjective means of proof indicated in Chapter X, to the extent that they have not been replaced by a valid certificate of the Contractor for public contracts, taking into account the following provisions: 1) If from the preliminary statement referred to in Art. 1 uPzp, it follows that the Contractor will use the certificate, and the Contractor provided data on the certificate enabling the Ordering Party to independently verify the certificate in the certification database, the Ordering Party will not call the Contractor to submit subjective means of evidence to the extent that the circumstances required by the Ordering Party result from this certificate, 2) If the certificate does not cover all the circumstances required by the Ordering Party, the Ordering Party will call the Contractor to submit subjective means of evidence only to the extent not covered by the certification 3) If the data indicated by the Contractor do not allow to find or verify the certificate in the certification database, the Ordering Party may call the Contractor to submit, supplement, correct or clarify these data on the terms set out in Article 128 sec. 1 or 4 UPpp. If, despite the request, the contracting authority will not be able to verify the certificate, the certificate will not be included to the extent that it cannot be verified. 4) If the data necessary for the assessment of the circumstances confirmed by the certificate have not been disclosed in the certificate or in the certification database due to their legally protected nature, the contracting authority may require the contractor to make these data available or agree to make them available to the contracting authority by the certification body, after
