What the buyer is looking for
The agreement consists of: the supply and installation of above-ground collection containers; emptying and maintaining these containers; the collection, handling, sorting, marketing and/or processing of the collected textiles; periodically report on the work carried out. In the execution of the assignment, use is made of the national list included in Circular Materials Plan, chapter Materials-Textile. Separate agreements could be concluded for the collection and processing of textiles. This may result in an agreement being entered into with various contractors. However, the municipality wants to contract one contractor so that the collection takes place efficiently and uniformly, and she gets one point of contact for reporting, collecting, and processing the textiles. The municipal waste policy can therefore be implemented effectively and easily. With this, the assignment is merged. If…

… the assignment is split by, for example, a lot classification, more coordination is needed. This entails extra activities and therefore more (internal) costs. If coordination is not optimal, this can lead to fewer and worse textiles, delays and thus additional inconvenience for stakeholders (e.g. residents, employees of the municipal wharf). The municipality is therefore responsible for the planning and coordination of the implementation. Because all this is not in the interest of the municipality and its circular goals, no parcel classification is applied and the work is carried out by one contractor. The agreement is entered into for a period of at least 4 years and a maximum of 8 years. The effective date of the agreement is 1 February 2027. The draft contract is annexed to this invitation to tender.
