… is within the municipal boundaries of the municipality of Bergeijk and falls under its responsibility. The municipality could go through a separate call for tenders for each subcontract. However, given the value of the partial contracts, it is precisely chosen to place them in a framework agreement, so that this improves the efficiency of the award of contracts. As a result, there is a combined assignment. Tenderers may carry out the work without or with a small number of subcontractors: They usually have all the disciplines in-house. Splitting into parcels that can be awarded independently does not lead to better accessibility for SMEs, but to additional activities and thus more inefficiency and thus more costs. The contract is accessible to SMEs as a whole. Therefore, no lot classification is applied whereby the lots can be awarded independently of each other. The client enters into an agreement with two parties. The assignments are distributed proportionally on the basis of turnover. The agreement is concluded for a period of at least two years and a maximum of six years. The effective date of the agreement is 1 February 2027.
