What the buyer is looking for
In case of (long-term) absence of permanent staff, in case of crowds or in case of need for specific knowledge and experience, the GRF makes use of flexible hiring of labour. The GRF currently hires financial staff on a flexible basis from various secondment agencies. Self-employed persons are also employed by means of an agreement between the GRF and the self-employed person. GRF wants to make this process more efficient. The purpose of this European call for tenders is to conclude a Framework Agreement with four market parties concerning the hiring of financial personnel, in order to meet this need. The Framework Agreements shall have an initial duration of two years from 1 January 2027. The Framework Contracts may be renewed twice by the contracting authority for an additional period of up to a total of four years in accordance with the criteria set out in this Tender Guide.
