BACKGROUND AND SECTION OF PROJECT This dynamic purchasing system (hereinafter also referred to as ‘DPS’) targets the provision of mowing, harvesting, collection, transport, intermediate storage and handling services of lake cane needed by the municipality of Kemiönsaari (hereinafter also referred to as ‘the contracting entity’) for the period 2026-2029. The contracting entity shall establish a DPS in order to be able to tender for services related to the mowing, harvesting and utilisation of lake cane in a flexible manner at different locations, at different times and to the extent necessary at any given time. … repaired material, transport sites and other site-specific requirements are defined in DPS's internal tendering procedures, i.e. mini-tendering. The mowing and harvesting of lake cane aims to achieve environmental benefits, in particular the removal of nutrients from water bodies and the reduction of eutrophication in the Archipelago Sea. At the same time, efforts are being made to promote the sustainable management of reeds, the improvement of water quality, biodiversity and the use of lake cane as a local biomass and raw material resource. The procurements will be carried out as part of the RuokoResurssi – VassResursen project (2026-2028) managed by the municipality of Kemiönsaari and the ReCreateBioBased project (2026-2029) funded by the Interreg Central Baltic programme. The DPS enables the procurement of services related to the mowing, harvesting, harvesting, transporting, intermediate storage, processing and utilisation of lake cane. An individual mini-tendering may concern one or more of the above-mentioned services, service packages or work phases. The mowing of lake cane is carried out in the Kemiönsaari area or in the immediate vicinity. The mowing plan and the invitation to tender for individual mini-tendering may specify in more detail the areas covered by the procurement in question, the scope of the work, the time of mowing, the mowing method, the order in which the work is to be carried out, the handling of the material, the place of transport and other requirements concerning the execution of the work. The task may include, for example: - In a single mini-tender for summer and/or winter meadows for lake cane in specified areas. - Collection and assembly of mown reed material for cashiers. - Loading and first-stage transport of the reed material to the storage and/or further processing site indicated by the contracting entity. - Intermediate storage of reed material. - Treatment of reed material, such as drying, crushing, pelleting or other treatment to be specified in the invitation to tender. - The transport of reed material for further processing, further processing or any other destination indicated by the contracting entity. - Any preparatory and infrastructure work related to mowing, harvesting, transport or material handling necessary for the accessibility of the site, if provided for in the invitation to tender for an individual mini-tender. - Documentation, reporting and other quality and safety tasks defined for each site. The work will be carried out in accordance with the terms and conditions of the individual mini-tendering call for tenders, contract documents and any official permits. The contracting entity shall be responsible for obtaining the permits necessary for carrying out the work, unless otherwise expressly stated in the invitation to tender for an individual mini-tendering procedure. The Supplier is responsible for its own operations, personnel, equipment, occupational safety and that the work is carried out in accordance with the contract documents and applicable legislation. DPS KESTO The DPS is valid until 31.12.2029. The contracting entity may change the duration of the DPS in accordance with procurement regulations. Any change in the period of validity of the DPS will be announced in the contract notice or in any other way required by procurement law.
