What the buyer is looking for
The present call for tenders deals with transport support for the Danish Defence's deployments globally, including resupply. The agreement will cover all transport modalities, i.e. road transport, air transport, maritime transport and, to a lesser extent, rail and courier transport, as well as multimodal transport. The defence has its own means of transport, but not enough to cover the needs. The agreement is thus a supplement to the defence's own and Allied transport capacities. Transports concern, inter alia (not exhaustively): Transport of all types of military and non-military equipment, including classified equipment (up to and including SECRET), sensitive equipment and dangerous goods, including International Traffic in Arms Regulations (ITAR), etc., and transport of personnel. The type of tasks to be carried out is typically transport to and from national and international missions, exercises, transport for allied nations, as well as transports to disaster areas, relief areas, etc. Transport tasks can thus include transport in high-risk areas, e.g. areas with war or war-like conditions, areas with high crime rates, areas affected by natural disasters or extreme weather conditions. The transport needs vary in size and number from consignments on individual small packages to party and/or full-loads, a large part of which are direct deliveries often with specific requirements for e.g. time, requirements for stamping documents when crossing the border, etc. The defence operates globally 24/7/365 and needs transport capacities that support this. To increase security of supply, the Danish Defence wants to enter into a strategic partnership with up to 3 suppliers in a cascade model. Strategic partnership here understood as close cooperation in relation to planning, optimization and implementation of transport solutions including subsequent experience follow-up. Active participation is expected, primarily from the primary supplier in the cascade, also at short notice, in e.g. (not exhaustive): The Defence's internal staff meetings and work with the exchange of knowledge about specific destinations, transport modes and transport solutions including subsequent experience follow-up for use in the development of future transport solutions, knowledge acquisition on installations both in and outside Denmark, threat assessments, contingency planning, etc. The agreement therefore requires the supplier to have a dedicated team, and that both participants in the team and the supplier's location, from where the team works, can be security approved. Other suppliers in the cascade must also be able to act as a strategic partner to the extent deemed necessary. The practical day-to-day handling, administration and contact with the supplier is expected to be handled by the Joint Movement and Transportation Organization (JMTO), which is responsible for planning, organizing and implementing transport for the Danish Defence. It is to be expected that an employee from the dedicated team, as a starting point, must have one working day a week at JMTO. The tender covers transports globally, but historically the following areas have had, or are likely to have, a significant activity during the term of the contract: Europe, the North Atlantic (especially Greenland, Iceland and the Faroe Islands - including requirements for delivery of transport by Short Take Off and Landing (STOL) aircraft), the Middle East, the United States and Africa. Within the regions, there are specific requirements for the transport services, which will appear in the subsequent tender documentation.
