… The Contracting Authority does not reserve the personal performance of key tasks by the Contractor, in accordance with Articles 60 and 121 of the Act. 9. Pursuant to Article 257 of the Public Procurement Act, the contracting authority may cancel the procurement procedure if the public funds that the contracting authority intended to allocate to finance all or part of the contract have not been allocated to it. 10. The Contracting Authority shall require the Contractor, before submitting a tender, to carry out a vision of the local place of performance of the contract. Participation in the on-site visit is mandatory. In accordance with Art. Point 18(1) of the Public Procurement Act ‘The contracting authority shall reject the tender if it has been submitted without carrying out a … on-site inspection’. The purpose of the on-site inspection is to obtain a detailed knowledge of the actual technical condition of the infrastructure, the route of the existing ventilation ducts, the construction of wall and ceiling culverts, the location of the fans on the roof and the logistical conditions of the facility.
