… procurement is carried out through the Centralized Electronic Platform. The Dynamic Purchasing System (DPS) is carried out in stages. According to Article 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit requests to participate and qualified (admitted) candidates submit tenders. The DPS is managed as a fully electronic process and throughout the lifetime of the purchasing system it is open to any economic operator (implementing authority/IB) that meets the selection criteria. These selection criteria are also exclusion criteria. The Contracting Authority shall provide full, unlimited and direct access to the documentation under this procedure through the Centralized Electronic Platform, referred to as the "Platform". Applications and tenders must be drawn up and submitted in accordance with the requirements of Article 101 of the Public Procurement Act and Article 47 of the Public Procurement Act, within the time limit specified in the notice. Each application and each tender must be submitted in the CAIS EOP2 system. The term of the dynamic purchasing system is 48 months. The dynamic purchasing system shall be open throughout its duration to any candidate who fulfils the selection criteria. Access to and participation in it shall be free of charge for all interested parties. The duration of contracts concluded on the basis of restricted procedures within the DPS is for a period of up to 24 /twenty-four / months. 3. Place of performance of the contract The types of products subject to this public procurement must be delivered by the contractor to the Pharmacy of MHAT “Dr. Ivan Seliminski-Sliven” AD, at: Sliven, 1 Hristo Botev Blvd. This procedure is divided into nomenclatures with sub-nomenclature units (rows) . Participants may submit a tender for one or more nomenclatures with sub-nomenclature units (rows). The DPS takes place in two stages: First stage (initial collection of requests to participate): Qualification of suppliers (admission of suppliers to the system). Requests to participate are collected at this stage. Requests to participate (ESPD) shall contain information on the personal situation of the candidates and the selection criteria. Deadline for submission of initial applications – 16.10.2026. The examination of initial applications for participation will take place within 10 working days of the deadline for submission of initial applications. A call for a specific contract will not be launched until all initial applications have been considered. Applications can also be submitted after the deadline for the submission of initial applications, in these cases applicants will receive invitations after their inclusion in the DPS has been approved. The contracting authority shall, by means of a Selection Decision, designate the qualified suppliers. After the entry into force of the Selection Decision, a second stage of the procedure follows. Second stage /collection of tenders for specific calls/: Subsequently, a call for tenders for a specific procurement is sent to those suppliers that have been qualified/admitted. The offers contain a technical and price offer. According to Article 39(1) of the PPZOP, by submitting a tender, candidates are deemed to agree to all the terms and conditions of the contracting authority, including the period of validity of the tenders and the draft contract.
