L’accord-cadre a pour objet l’achat et la livraison de fournitures et de matériels scolaires, pédagogiques et de sport pour la commune de Bezons (95870). Il est décomposé en quatre (4) lots distincts, qui constitueront chacun un marché public en propre, à savoir : - lot n° 1 "Fournitures scolaires et activités manuelles" ; - lot n° 2 "Jeux et jouets éducatifs et pédagogiques neufs" ; - lot n° 3 "Articles et accessoires de motricité et de sport" ; - lot n° 4 "Jeux et jouets éducatifs et pédagogiques issus du réemploi ou de la réutilisation ". Le marché public est lancé sur la base d’une procédure formalisée de type appel d’offres ouvert, conformément aux dispositions des articles L.2124-1, L.2124-2 et R.2124-2-1° du Code de la commande publique. Toutefois, le lot 4 sera conclu sur la base d’une procédure négociée sans publicité ni mise en concurrence préalables, en application des dispositions des articles R.2122-8 du Code de la commande publique. Il s’agit d’un accord-cadre de fournitures courantes, conformément aux dispositions des articles L.1111-3 et R.2121-6 du Code de la commande publique. Chaque lot prend la forme d’un accord-cadre mono-attributaires à bons de commande, conformément aux dispositions des articles R.2162-1 à R.2162-6, R.2162-13 et R.2162-14 du Code de la commande publique. Le pouvoir adjudicateur émettra en fonction de ses besoins, un, ou plusieurs, bon(s) de commande, durant l’exécution de l’accord-cadre considéré, dans le respect du montant maximum annuel fixé pour celui-ci.
