… and services is divided as follows: 1. contactless sales equipment (validators), 2. Software and interfaces (purchase licenses through one-time remuneration) as well as 3. supplementary services such as installation and commissioning in the vehicle, project management, documentation and training. After the overall system acceptance, the overall IDBT system shall be operated with the following services: 1. Operation hardware, software and interfaces, 2. Cloud operation, 3. Settlement Transit Payment Service and 4. Provision of complementary services such as system service, software maintenance and conclusion of mobile phone contracts. The goal is a customer-friendly, fast and cashless distribution in the vehicle, in which the encrypted token identity serves as a digital ticket after the tap with an Open Loop EMV, Closed Loop EMC card on the validator. Initially, tariff products (KFT) specified at the validator will be offered, and in future check-in-check-out (MTT) will also be used. The project "Introduction of an ID-based ticketing system (IDBT) for the digitisation and modernisation of distribution in local public transport", which is the subject of this call for tenders, is targeted at funding through the Verkehrsverbund Rhein-Ruhr (VRR) in order to finance its introduction and operation. NEW mobil und aktiv Mönchengladbach GmbH and NEW mobil und aktiv Viersen GmbH each carry out the project ‘Introduction of an ID-based ticketing system’ as a separate funding measure in accordance with the VRR planning notifications (OM 2025 02116 and 2025 04166). The present project can only be implemented if funding is granted to the extent previously discussed with the grantor. There is currently no reason to fear that the notified grant decisions would not be issued. Nevertheless, it must be clearly stated that there is no grant decision at the time of the start of this procurement procedure. Therefore, it must be expressly stated here that, if, for whatever reason, until immediately before the award of this procurement procedure, NEW mobil und aktiv Mönchengladbach GmbH or NEW mobil und aktiv Viersen GmbH have not yet received grant decisions from the above-mentioned funding programme in the quantities previously discussed with the grantor, the contract cannot be awarded. Either, in agreement with the tenderers, the period of validity must be extended or the procurement procedure must be terminated by cancellation, in particular in the event that there is no definitive prospect of receiving funding. In that case, the award procedure cannot be terminated by award.
